Trading Up: How a value chain approach can help the rural poor
In recent years, Latin America has moved rapidly towards liberalising trade, both in the region and internationally. This has stimulated active debate on the merits of a more open trading regime. Getting lost in this polarised debate is an understanding of the impact of changes in the trade regime on marginalised groups, particularly the rural poor. This report examines how value chain analysis can, in a practical way, help the rural poor participate gainfully in local, regional and global trade
APR Final Report: Report of Activities and Outcomes, April 2009
The report outlines the various aspects of work carried out in the design and implementation of IFAD’s Asia Division’s Annual Performance Review (APR) as part of a broader strategy of capacity building in Knowledge Management (KM) through ENRAP. Though ENRAP KM capacity building exercise goes back several years but this report highlights the work carried out since May 2007.
Assessment of the Knowledge Network of IFAD Projects & Partners in the Philippines
The main objective of this assessment is “to find out how the Philippines country programme management team can ensure the sustainability of a well-functioning knowledge network in the Philippines in the post-ENRAP scenario”. This assessment study is also expected to draw out lessons and possible recommendations for other countries in Asia in developing National Knowledge-Sharing networks for poverty reduction.
Summary of Topic 2 of Gender Strategy: What are the Processes followed in Formulating a Good Gender Strategy?
The second week’s discussion was on the topic, “What are the processes followed in formulating a good gender strategy?” This was conducted by splitting it into three sub-topics, (1) what is meant by a gender mainstreaming strategy (definitions), (2) what are the key characteristics of a good gender strategy, and (3) what are the main steps followed when formulating a gender mainstreaming strategy. The document provides detailed summary of the e-discussion on the topic.
Summary of Topic 1: What are the Issues and Concerns Faced by Project Staff when Attempting to Formulate Gender Mainstreaming Strategy at Project Level?
The above topic was discussed for a period of one week (from 24th November to 01st December), and the participants expressed a number of issues and concerns that they experience when developing gender mainstreaming strategies for their projects.
Report on the Consultative Workshop on "Defining an E-learning Curriculum to Support Knowledge Sharing for Development", 26-27 May 2009, Turin, Italy

Value Chain: Report on Visit to ULIPH
The Value Chain approach to improving rural livelihoods has been consciously pursued in IFAD projects, with the hope of turning a new leaf in tackling poverty in some of the most inaccessible areas. Consequently, value chains have been identified and located across projects at varying degrees of implementation and success. Given the contextual variations and locational diversity, the experiences and knowledge emanating thereof have been considered valuable in building cross-learning on value chains across projects. The insights from ULIPH have been pivoted around experience sharing to address the operational and organisational challenges related to value chains.
Draft Gender Core Group Meeting Report, April 2009, India
The objectives were to facilitate the Gender Mainstreaming framework in IFAD supported Projects through collating & sharing the successes and challenges on gender issues in different thematic field; identify gaps to be addressed through gender tools; establishing network among different IFAD supported projects and other partners; leading knowledge sharing / discussion on gender issues in the network; formulation of standardized gender monitoring format for IFAD projects in India; and formulating a standardized framework for gender mainstreaming in the IFAD financed programmes in India among others
ULIPH Report on ENRAP Meeting
The objective of the meeting was for IFAD projects in India and Sri Lanka to share experiences and knowledge on thematic issues including Micro-Finance, Natural Resource Management and Digital Video Documentation. The ULIPH Tour Report highlights the key learnings and challenges as expressed by participants across IFAD projects on these issues.
Report: Experience Sharing Trip of Chinese IFAD Team to Sri Lanka and India, May 2006
The Chinese IFAD delegation comprising 6 persons visited Sri Lanka from 10-13th May 2006 and India from 14-20th May 2006. The overall objective of this study tour was that the Chinese IFAD projects exchange and share knowledge with India and Sri Lanka colleagues and learn how ENRAP was helping IFAD projects. During the trip, the delegation shared experience with Regional Economic Advancement Project (REAP), Sri Lanka, Field Presence office of IFAD in India, ENRAP at IDRC Delhi office as well as the Uttaranchal Livelihood Improvement Project (ULIP), also in India. Some of the key learnings from this exchange were: NGO’s participation in poverty alleviation, especially the role of NGO's and community in the management chain and responsibility empowered in the rural financial operations; The macro- environment support such as laws and other polices like social security fund at the national level which were institutionalized for project to help reduce the risk on credit; the working of Community Development Fund and how it supports the poor rural community.

Trip Report: ENRAP Bangladesh Launch Workshop and PKSF ICT Advisory Mission
Report on ENRAP Session on Nurturing a Gender Network in India, 21-23rd January 2009, Pune
Since the beginning of their collaboration on ENRAP, IFAD and IDRC have been interested in using the ENRAP network to improve knowledge sharing on issues related to gender empowerment. During phase II ENRAP attempted to connect IFAD’s Gender Mainstreaming project for South Asia (www.gendermainstreamingasia.org) more strongly to help with this. However, that beginning remained small and for lack of practical advice that project staff needed as well as project capacity, the network didn’t grow very much. In phase III ENRAP started reviewing its possible support to gender networking in the latter part of 2008. The India workshop provided opportunity to dialogue on knowledge networking with key gender staff of IFAD projects. This facilitated thinking on three key areas to begin the process of knowledge sharing: the Challenges that Gender Focal points face in their work; the knowledge needs to address their challenges and; recommendations to address the knowledge needs.

Cordillera Highland Agricultural Resource Management Project (CHARMP), report on experiences gained from food security and safety and organic vegetable production by the LaTOP group and vermiculture. Experiences and learnings gained from these initiatives could be replicated in future undertakings
Leasehold Forestry: Regenerating Forests, Sustaining Livelihoods & Environment and Reducing Poverty
Leasehold Forestry and Livestock Programme (LFLP) is being implemented in 22 mid-hill districts of Nepal with assistance from IFAD with the objective to improve household forage and tree crop production, livestock, microfinance and support government capacity to implement leasehold forestry in a gender sensitive way.
Promoting Diversified Farming System in Binuagan, Misamis Oriental as a Strategy towards Attaining Food Security
The Northern Mindanao Community Initiatives Resource Management Project (NMCIREMP) under it's Natural Resource Management component, specifically looks into enhancing the capacities of target communities and local government units to plan and implement actions and interventions that directly relates to increasing production and productivity combined to the efforts of rehabilitating, conserving and protecting the natural resource base.

Can IFAD Help in Soaring Food Prices in Sri Lanka
This article examines the magnitude of food prices increase in Sri Lanka and some of the reasons for the increase. The paper postulates that two main issues namely the production related issues and trade and other macro economic policies have largely contributed to soaring food prices of the country. The paper very briefly examines the contribution of IFAD in supporting the problem of soaring food prices in Sri Lanka. Finally, based on the assessment, a set of broad policies are proposed to improve the food trade and production environment.
Landscape of Pathways out of Poverty and Food Insecurity: Experiences of Involving Communities as part of the Solution
IFAD’s strategy in India focuses on improving rural poor people’s access to economic and social resources by strengthening people’s capacities to establish and manage their own institutions. Empowering women and other disadvantaged groups is a strategic priority. This paper is based on the experiences of the North Eastern Region Community Resource Management Project for Upland Areas (NERCORMP) in addressing poverty and food security in upland areas with full involvement of communities as part of the solution by transforming them from ‘recipients of benefits’ to ‘participants and partners’ in the programme planning and implementation through flexible and guided bottom-up approaches.

Report on Digital Video Documentation: First Phase, July 20, 2004
ENRAP has been engaged in using digital video as a means of communication for sharing of project experiences and to build capacity amongst field staff for th same. The projects targeted for this were the Northeast Region Community Resource Management Project (NERCRMP) in Meghalaya, the Chhattisgarh Tribal Development Programme (CJTDP) in Chhattisgarh, and the Self Employed Women’s Association (SEWA) in Gujarat. This was undertaken on a pilot basis to determine whether or not using video as a means of communication can be successful and effective, and whether or not the building of capacity to produce video without having to resort to external, or third party organizations (i.e. video production houses) is realistic. The report provides a summary of the experiences, lessons learned and future efforts needed to be taken at using video within ENRAP’s ongoing work for it to be most effective.
