Creating Website for Gender Mainstreaming Project, September 2003-2004
PROPOSAL FOR ENRAP SUPPORT: Website for IFAD-UNIFEM Gender Mainstreaming Programme in Asia. The proposal is to build medium-term collaboration with a regional network of experts, policy makers, institutions, and active civil society organizations to be coordinated at UNIFEM South Asia Regional Office, New Delhi. This Programme will complement IFAD's previous collaborative initiatives with UNIFEM, to address issues of reduction of rural poverty, gender inequalities and enhancing women’s capabilities. The Website will help bring visibility to the Gender Mainstreaming Programmes in Asia and provide online help service on Gender issues to IFAD projects in Asia.

Proposal for Training to SFATA Officials on Basic ICT
The South FATA Development Project (SFDP), funded by IFAD and the Government of Pakistan executed in 2001 emphasizes on the development of agriculture through exploitation of land and water resources and promotion of productive agricultural practices in a sustainable manner. The proposed Project aims to improve communication and generation of information on the Project performance to various stakeholders in a user friendly, timely and effective way through development of a Website; improved communication and exchange of information through establishment of Wide Area Network (WAN); share the Project experience and lessons learned and build capacity of the Project support staff in basic ICT through trainings.
Proposal for Training of Local Government Development Communicators, Cordillera, Philippines
The highland rice terraces farmers in the Cordillera region are among the poorest of farmer in the Philippines. The role of the rice terraces farmers in natural resource management and sustainability has been overlooked by development implementers. Relevant knowledge and skills of local technicians of Local Government Units needs to be enhanced to be able to support these farmers and help sustain their IKSP while at the same time improving productivity of their rice terraces. The project aims to train local government agricultural technicians in the project area to serve as efficient development communicators in their locality. This requires training of technicians on the basics and application of development communication such as radio script writing and radio broadcasting in the local dialect; train them in developing curriculums for radio broadcast and enhance their facilitating skills in conducting “video-aided” classes; and, train them in effectively documenting IKSPs in rice terraces farming and natural resource management. The Final Technical Report, July 28, 2006 – April 28, 2007 is also available.
Proposal for DVD-NMCIREMP, April 2006
The proposal aims to train the Project staff and field implementers on the use of digital video for documentation. It shall be a “learning by doing” approach wherein the participants shall learn the “how to’s” of video documentation specifically for capturing and sharing poverty alleviation experiences for specific audience such as the target villagers and project implementers. It shall also look into how these video documentation packages be disseminated and used for development communication like uploading to the Project’s website or through other means. This involves training selected PFO staff and Project field implementers on digital video techniques and building their capacity in using digital video for development communication
Proposal for ENRAP II Philippines National Meeting, 18-20 October, 2005, Butuan City, Philippines
The objectives of this national meeting are to share experiences and knowledge between and among IFAD-assisted projects in the Philippines on thematic issues, particularly on Indigenous Peoples (IP) Cultural Community Development; Micro-credit Strategies of Implementation; Natural Resource Management Practices; and Participatory Monitoring and Evaluation (M & E); firm-up knowledge networking among IFAD-assisted projects in the Philippines (WMCIP and NMCIREMP under the DAR, CHARM under the DA, and RUMEPP under the DTI and others; and, discuss how ENRAP can support these projects in the future.
Proposal for Nepal Experience Sharing Meeting, 17-18 June 2005, Kathmandu
The general objective of this proposal is to organise a meeting of IFAD assisted projects in Nepal to share experiences among them on thematic areas of concern including the uses of ICTs in rural development. By supporting the meeting of IFAD-assisted projects in Nepal, WUPAP will have the opportunity to share its knowledge and experience with others in Nepal, which are also based in the rural areas of the country.
Proposal for Pakistan Experience Sharing Meeting, 10 -11 August 2005, Islamabad
The purpose of this proposal is for IFAD projects in Pakistan to share experiences and knowledge on thematic issues including Community Mobilization for Gender Empowerment; Project Implementation; and Documentation and Dissemination tools. It is also an opportunity for IFAD projects to discuss how ENRAP can support Projects in the future.
Proposal for India and Sri Lanka Experience Sharing Meeting, 16 -18 May 2005, Pondicherry
The proposal is to support a meeting of IFAD assisted projects in India to share experiences among them on thematic areas of concern such as Micro-Finance and Natural Resource Management. The participating projects will also have an opportunity to visit MSSRF’s Village Knowledge Centres
Proposal on Feasibility Study on Connectivity Needs of Chilas Region, Pakistan
The objective is to provide communication services particularly internet facility to NADP, Government Departments, NGOs and communities of two sub-divisions Darel/Tangir and Chilas of Diamer district, with a view to establish an efficient management information system, explore and establish linkages with markets in and outside the country, improve literacy level in the area and to improve delivery of social services systems. This involves initially, conducting a technical and economical feasibility study for providing Internet Services in sub-division of Darel/Tangir and Chilas and subsequently installation of internet facility on the ground.
Proposal for ENRAP China Experience Sharing Meeting, July 2005-July 2006
ENRAP in China is new. Yet, ENRAP I has reached huge success to realize its objective, and provided a good platform for networking and sharing within covered area. However, ENRAP-CHINA have a distance to walk to be an equivalent to share with outside. Support is required for propagandistic activity to improve visibility of ENRAP. The objective of this proposal is to improve networking among IFAD projects and partners in China to improve knowledge sharing among them, to emphasize the significance of knowledge management and distribution and enhance their awareness about ENRAP and to provide a good basis for networking within the piloting provinces, line agencies and projects.
Strengthening Connectivity and Staff Capacity for Knowldege Management, NMCIREMP- 2004, Philippines
The project entails linking the municipalities & provinces through internet with the Project Facilitation Office (PFO) and other portals; enhancing the capabilities of the key personnel of the PFO and other Project structures at the provincial and municipal levels; and developing a vigorous exchange of information and knowledge to enhance Project implementation. The activities involved to achieve these objectives include connectivity with the Internet, creating Project website, providing computers and other related hardware and Capability Building for the PFO and Project partners among others.
Strengthening Project Information System in DASP, Pakistan
The proposal entails establishment of Local Area Net Working so that all the regional offices/ stakeholders including the District Governments can effectively share and record information about the progress, process and impact of project activities. The overall objective is to improve the M&E System at the project level regarding information sharing among all the Stakeholders (Community, Social Organizers, Line Agencies, District Government and Policy Makers). This would be utilized as a tool for impact oriented management & information sharing, which would help the policy makers to easily translate their policies regarding development to the gross root level.
Strengthening Training Capacity with ICTs in SFDP, Pakistan
Main objective of the proposal is to equip the Project staff with the necessary tools and equipments to communicate effectively with the communities, IFAD funded projects and other stakeholders such as the Government Line Departments. This would help not only in improving the communication but also help in building the capacity and give access to knowledge especially to women, resulting ultimately into improved status and living standard of the target groups.
Connectivity for Projects in Laos, May 2004
The staffs in ongoing projects in two of the Laos’s provinces have problems sending out and receiving electronic messages. The projects have a Central Provincial Office and multiple District Offices each. All the offices are not able to get reliable dial-up connection from the local ISP due to insufficient lines. Also the problem is of slowness of dial-up Internet access. The proposal aims to deal with these problems and bring a more reliable Internet access to the projects so that information between IFAD offices can exchange messages easily.
ENRAP Local Facilitator for Laos, August 2004
ENRAP-DIFI Collaboration for ENRAP Local Facilitator to support IFAD projects in Laos. The main objective is to put in place a Local Facilitator to support all IFAD projects in Laos specifically with ENRAP activities. This is expected to help projects access ENRAP support better and faster, thus taking maximum advantage of this facilitating mechanism.

VSAT connection is proposed with two telephone lines for Jumla and Bajhang disricts.This will help in improved project communication - within and outside - through the wide link technology.

Information Network Center (Mindanao Proposal)
Proposal for Establishment of Regional Development Council (RDC) IX Information Network Center (RINC), July 1999. The establishment of the Regional Development Council (RDC) IX Information Network Center (RINC) will provide a coordinated system of all developmental efforts being pursued by various public and private organizations in the region. The project will take advantage of the emergence of electronic communications network as an approach towards pursuing regional development. The project aims to advocate and establish electronic linkages among the members of the RDC as well as other stakeholders of development in the region. The RINC shall be at the core of collecting, integrating, and disseminating strategic information and policies necessary for planning and decision-making.

Farmers and other consumers in the region, especially in the rural areas, have no access to timely and reliable data. The information is mostly handed down verbally and reaches them very late because they have limited access to media (print, broadcast or television) and no access at all to Internet which affected their global competitiveness. To assist the farmers especially the IFAD beneficiaries, the Department of Trade and Industry in coordination with Department of Environment and Natural Resources (DENR), Department of Agriculture (DA), Department of Agriculture (NEDA), Department of Agrarian Reform (DAR), Local government units (LGUs), NGOs, consumer groups, media and WMCIP propose to establish a price monitoring system for agricultural products and basic commodities in the region.

It is a resource center supported by a pool of experts for providing information and technology services in agriculture, forestry and natural resources.

Basilan is one of the top 20 most depressed areas in Philippines and its development is at stake because of lack of appropriate technologies, technical assistance and most importantly information. The objective of the Project related to generate database for socio-economic references and to provide information and communication through publication of newsletter. Establishing Local Area Network, REAP, Sri Lanka, 2003
A Proposal was submitted to ENRAP in May 2003 to establish Local Area Network (LAN) with dedicated Internet facilities to Matale REAP (MREAP), Sri Lanka. Due to connectivity problems the program was unable to utilize the benefits of modern ICTs.
Documentation and Writing Skills Training in Vietnam
A training programme on Improving Skills for Project Formulation, Writing Reports on Project Impacts & Lessons Learnt, was held from 22 to 31 May, 2003 at Lam Giang Guest House, Xuan thanh, Nghi xuan district, Ha Tinh province, Vietnam. The training course was aimed at providing project staff with skills and methods of writing reports on project impacts and lessons learnt to be shared with other projects and also with policy makers. The Final report was submitted to ENRAP & Ha Tinh Rural Development Project (HRDP) on June 5, 2004

Digital Video Skills for M&E (Pacific, Feb 2008): Proposal and Report
It is a proposal by Rana Ghose. This proposal seeks to outline a two-week Digital Video Training module for MORDI and their partners. Over a two-week period in February 2008, the consultant proposes to visit the head offices and project sites of the MORDI project to train approximately 25 project staff on how to create their own digital video content for project reporting purposes and also help them in their monitoring and evaluation work.

South Asia Initiative for the Empowerment of Women Farmers through Community Exchange
The South Asia regional initiative for the empowerment of women is a community led programme, undertaken in partnership with the GM and the RIOD group of NGOs, including SAP-Nepal, SCOPE (Pakistan) and YFA (India). It is a collaborative effort on the part of various stakeholders who are active in implementing the UN Convention to Combat Desertification (UNCCD). The major aim of the programme is to identify the land management needs of women farmers and their families, strengthen women’s national institutions and establish networks among women farmers both nationally and sub-regionally. The programme will also enhance the skills of women and women farmers and increase their knowledge base through the exchange of information and training, as well as the implementation of pilot projects to promote sustainable land management.

ENRAP Management Meeting, 15-16 November 1999, Singapore
The Singapore meeting is the first opportunity for face-to-face discussion including all ENRAP stakeholders. It is also the mid-point of ENRAP implementation. The purpose of the Singapore meeting is to find out how ENRAP can best serve IFAD projects interests and establish personal relationships among ENRAP stakeholders.
Establishment of Regional POP's (Point of Presence for Socio-Economic Changes through Distance Learning
In recent years the Internet has become the center of attention; not simply for sharing information, but as the backbone facilitating multidimensional growth, changing life styles around the developed regions. Yet, most of the world’s underdeveloped regions are without any basic Internet infrastructure, which will eventually create a huge vacuum between developed and underdeveloped regions; affecting both in terms of socio-economic deprivation. If not dealt properly and in time, the cause and effects of this unbridled Internet revolution could be more devastating than any revolution world has experienced before. In the face of diminished international development funding for building this massive Internet infrastructure; the most effective way will be; help building self-sustaining delivery centers POP’s (Point of Presence) of information and communications technologies in the underdeveloped regions of the world with the help of local private sector. This will be mutually beneficial for the developed and the developing worlds, as despite a major headway made by developed world in services like education, healthcare they do not have the means of reaching the international market while underdeveloped regions will benefit from the quality services being offered at affordable cost. To achieve and further this goal, this paper presented by PLANWEL proposes the establishment of community-level POP’s (Point of Presence). The aim of this initiative is to contribute to furthering the socio-economic growth of the developing countries. While there are a nearly overwhelming number of obstacles to be overcome, the paper concludes with an action outline aimed at servicing the currently unreached in an economically-sustainable manner, and in doing, so set the stage for even greater connectivity to the developing regions of the world.
Chhattisgarh Tribal Development Programme, India
The programme aims to develop and implement a replicable model that ensures household food security and improves livelihood opportunities and overall quality of life of the tribal population based on sustainable and equitable use of natural resources. To achieve this, the programme would empower the grass root tribal associations and users' groups including women and other marginal groups, so that they become capable of planning, implementing and managing their own development; promote activities, which generate sustainable increase in production and productivity of land and water resources and generate alternate sources of income outside agriculture such as integrated agricultural development, livestock, dairy, fisheries and horticulture, as well as forestry based activities. This programme would be implemented in two phases: a pilot phase of about 3 years, covering about 120 villages in Chhattisgarh and a scaling up phase of about 5 years, to enhance total coverage to 650 villages.
